WHCP-FM Launches July 15 on 91.7

Why is WHCP picking up NPR? The Delmarva Peninsula is already overloaded with plenty of pubcasters carrying NPR content. WAMU correctly read the tea leaves and bolted. Why can't WHCP rethink this direction??!! NPR content is pricey and pretty much stovepipes the station's public perception.
 
I was thinking WSCL 89.5 has a large signal that covers Cambridge, but the schedule is all classical and not NPR's news/talk programming. WAMU, WYPR and WESM don't cover Cambridge with a local signal, so I guess that's the reason.
 
Longer article about the station, citing a mid-shore NPR "gap" when atmospherics act up. It's been a few years since driving through the area, but I do recall issues some mornings when trying to listen to WAMU or WESM.

 
I most recent run to Annapolis I could hear WHCP, albeit supermarginal even in the downtown area. Is it at full power now? I was expecting ,much but perhaps that low antenna dooms it to Cambridge-only coverage. (Yes, I know there's a slight null to protect 91.5.. )
