Request for Experimental Authority
The staff has under consideration your request, initially filed on behalf of Hearst Stations Inc.,
licensee of AM Broadcast station WBAL(AM), Baltimore, Maryland, on November 13, 2012, and amended
on November 16, 2012, for experimental authority pursuant to Section 73.1510 of the Commission's Rules'
to permit Station WBAL(AM) to evaluate modulation dependent carrier level ("MDCL") teclmology. The
request states that Station WBAL(AM) will test and compare two MDCL algorithms, Adaptive Carrier
Control ("ACC Plus") and Amplitude Modulation Compandmg ("AMC plus"), with its licensed main Harris
Corporation transmitter to determine which algorithm provides the greatest power savings without adversely
affecting station performance, audio quality and coverage.
By Public Notice on September 13, 2011, the Media Bureau announced that it would routinely grant
requests for experimental authority in order to allow AM stations to evaluate MDCL technology.2
Accordingly, the requested experimental authority described above IS HEREBY GRANTED. This
experimental authority expires on November 20, 2013. Any request for extension of this authority should be
filed at least 30 days prior to the expiration date.
