Norway should simply borrow Kroner from their eventual savings to that end.
They can afford it; they are a prosperous, digital nation with lots of spare ones and zeros collecting interest.
Unlike TV converters, DAB converters might offer all the digital benefits, not just some.
After the UK closed all their VHF TV channels,Norway should turn over their national FM network to the commercial broadcasters, leasing it to them.
And still do their DAB thing. It doesn't have to be one or the other.
