Puerto Rico OTA TV

Due to WORA-DT 5.2(ABC)'S ratings success and their signal is islandwide right now and WOLE-DT expanding their OTA signal and IMO they should carry FOX programming instead of CBS. Would the other stations WAPA and/or WSTE pick up NBC and CBS programming as well. It would work out well due to younger viewers picking ABC's programs over the local Spanish options.
Imagine: WKAQ (NBC PR 2.1, Telemundo 2.2)
WAPA Indy (4.1)
WORA ABC (5.1)
WIPR 6.1/WIPM 3.1(educational)
WSTE CBS PR (7.1)
WSUR (9.1) if they boost their OTA signal islandwide CW PR
WLII either goes My Network TV or Univision (11.1)
WSUR if they expand their OTA signal islandwide CW(9.1)
WOLE FOX PR (12.1)
WORO (13.1) if they get sold it can carry ION programming it would be an improvement over their current programming.
And sun channels like ME-TV, Bounce, Grit, Escape, Decades, Movies!, Antenna, LATV, Get-TV, Laff can find a home on those sub-channels.

The ratings for all those digital side channels is miniscule. The vast bulk of the audience is with the Channel 2 and Channel 4 offerings... between the two they accounted for all of the top 50 programs in the last monthly ranking. Univision is a distant 3rd, with none of the other channels or subchannels having any significant audience.

Considering that perhaps half of the bilinguals in PR have left for Orlando and there is nearly no audience for most English TV shows, the whole idea is delirious.
 
WKAQ already carries NBC on 2-3, being an NBC O&O. If the audience is there, the other stations will pick the other networks up. If not, they'll remain as they are now, on low-power TV stations.

Why in Puerto Rico there are a lot of religious TV stations when their audience is tiny?

Because of one of two reasons:

1. The pastor and congregation are fervent in their faith and want to get the word out, even if it means donating money to cover the expenses.
2. There is equal fervor and faith, and the station produces sufficient donations to sustain its operations.

Of course, the overriding reason is that there is no profitable commercial use for the channels, as Puerto Rican TV and Radio are in a deep crisis.

In around 2000, the entire radio market billed between $100 million and $110 million. Today, market billings are under $40 million and many stations are marginal or unprofitable.
