On-air competition

over modulating
Back in the analog tuner days, stations would over modulate by a couple percent so they would be the loudest and clearest on the dial. People tended to stop on the loudest station, there's really no benefit today with digital tuners. Also, stations that ran sub carrier services were allowed to over modulate a bit. In todays world of HDradio I no longer know what the rules are.

On the end part of your statement that's what I'm confused about. I'm seeing WDSY-FM hit peaks of 125 with the best reception I can possibly get.

And of course, they seem to be the loudest on the dial.
