Noticed XEWW already in Chinese 8/24

Punched in to 690 at 1500 PDT on Aug 24 and heard XEWW broadcasting in Chinese. I understood from the Tom Taylor newsletter this morning that the FCC was holding up the sale, which they apparently can do under authority granted in a 1992 treaty. Surprised to hear the Chinese-language programming already. They're playing western-sounding pop music with Chinese vocals. Anyone have any more info?

Obviously, the station is not a US licensed station. The local, Mexican, licensee can make a direct deal with the Chinese interests to carry any programming they want, particularly if it is not being produced in the US and sent across the border to be broadcast back into the US.

A very simple solution would be to have the airstaff do their shows in Tijuana or at the Rosarito transmitter site. Or they can record the shows anywhere they want and physically carry them across the border (as used to be done in the 60's and 70's with several Tijuana stations programming to the US market.

The pop music is similar in sound to J-Pop and K-Pop, so obviously there is a C-Pop or Chi-Pop:
