NJTV channel sharing

Both WNJS and WNJT are sharing WNJS’ signal now. It appears according to rabbitears that both 23.1 and 52.1 map to 22.1 NJTV and 23.2 and 52.2 map to 22.2 NHK world. Is is possible for two different virtual channels to map to the same physical channel? They did the same thing up in North Jersey with the other two NJTV channels. Why would they do it? Why not keep NJTV on 23.1 and put other programming on 52.1 and get both must carry on cable & satellite? And do the same with channels 50 & 58 up north.
 
Yes, it is possible.

Must carry is elected on a three-year cycle. I don't keep up with when those cycles hit, but if it's still pretty far away, then there may not have been any benefit to doing so yet.
