New PSRA/PSSA

I noticed on the fcc web site about the new PSRA and PSSA power levels that have superseded whatever power levels stations had in the past. Some stations made out like bandits, going from not being able to sign on until sunrise to getting 500w at 6am, while some got zapped from 500w to 25w until sunrise. Also some stations that had been granted low power at night ie...350w, do they have to drop back to flea power?
