http://www.baseasia.com/utilities.htm (this link is a capture of a BSI page). If you search around, I am sure someone is still selling it. I guess I could pull the dll off of one of my Vaults if you just want to test it.

QDesign is the best MPEG2 ACM Codec out there. It is even what my Audiovault would use if it ever encountered an mp2 file.

I have used it before in many applications. It *should* work with edcast/Breakaway.
 
There's also a free MP2 codec for Winamp out there as well. Haven't tried it with streaming, but it does play back MP2 files from the Vault and NexGen.
