KSSK AM 590 and FM 92.3

I'm surprise KSSK AM 590 and KSSK FM 92.3 have separate programs. I thought they are simulcast 100%, but they are only simulcast during the AM and PM drive. The Midday, Evenings, late night and weekends are separate program. Does the separate program for both AM and FM affect the ratings?
 
Since I can only hear AM 590, I was not aware of the split. The FM does not reach Kaua`i (where I live). It sure sounds like the same format, however.
If I was the type that guessed about such things, I would think that they could sell separate commercial time for both and do a bit better.
