KHDZ-LP Porterville 104.5

I was surprised to hear KHDZ-LP 104.5 while in Porterville. Lots of dead air as their automation hiccups at times. It's Raduga-based as every hour or so there's an advertisement in English for the product.

The format is Spanish-Christian. It's definitely not operating from its official coordinates which would be a leased tower east of the city near Poplar. It's also not emitting from the license-address-of-record. The signal emanates from some site elsewhere in Porterville where it's strongest.
 
The licensee, "IGLESIA DEL PUEBLO, INC.", ceased to exist in 2013, about 2 years prior to their license to cover.

A second organization at the same address with a similar name, "IGLESIA DEL PUEBLO", was formed in 2018 and expired in 2020.

A third organization, "IGLESIA DEL PUEBLO 316" at the same address was formed in 2019 and is currently active.

The license was issued to the first organization, according to the corporation papers filed with the construction permit application. The license to cover and the follow-up renewal are not consistent with a legally owned operation.
 
KHDZ has changed formats. It's now "All dead air, all the time", also known as "open carrier". Been that way on the multiple times I drive through the Porterville area.
