There are a few San Diego apps on Tijuana frequencies. The applicants must have had a bad Mexican database...
 
I have seen applications in the past for LPTVs in San Diego on Tijuana full power TV channels. Same problem with many LPFM stations that never even bother to look at the channel in the area and then complain they are getting interference and finally give up as they cannot make it work. Lazy engineering.
 
Frequency1 does not seem to understand the FCC does not license a station that interferes with another. The FCC has rules on spacing and coverage that must be cleared to earn a construction permit to build. I have seen situations where stations we're build as specified in the license or the operator would over-power. But that's an enforcement issue, not a flawed application.
 
I am not going to get into a discussion about the previous comments except that I am fully aware of the FCC Rules and Regulations and have been for over 40 years. I do know of many cases where the FCC has granted an application for a station and when they went on the air it never worked due to other stations. Just because it clears in mileage does not mean it will work. Many of these applications are on Tijuana channels and will never work. KHHS-LP 107.5 is a perfect example of this. KLVE-FM Los Angeles prevented this LPFM from being heard more that a block away even thought there was over 100 miles distance between the two.
 
It is true that theory on paper is different from real life. There are issues with interference when all FCC parameters are met with a grantable CP. The way your post was worded, it appeared as many seen here that indicate the applicant can apply and receive a CP to build a station without regard to FCC rules on separation. Yes an engineering firm will look for the best possible frequency on the dial and most quiet floor but some LPFMs sought the FCC channel finder and ignorantly opted for a frequency that cleared but wasn't the best choice. I recall a LPFM that is long gone, once in Brookshire, Texas. At best it got a mile before the Houston rimshot out of the Beaumont market decimated their signal.
 
We have had a lot of applications filed in San Diego County that are in us across the border. So many so called consultants do not check the Mexican channels.

I spoke with the person who filed some of the San Diego stuff and yes, it was a bad database from a software company that will not be named.
 
Many applicants for stations are not in the local area. They generally hire an engineering firm to locate a good frequency and file the application for them. It seems their choice of who to hire was not the best.
