It is difficult to determine from the information supplied. In general, I would say no it would not. Beam tilt is generally used when an antenna is mounted very high and it is desired to have more signal at points closer in than the radio horizon.
Without knowing terrain, it is impossible to state what the effect would be in this specific case. It could easily make things worse. Reflections returning from the horizon are virtually never the cause of multi path. If there is a big mountain higher than the TX tower, reflections from that may cause a problem but a directional antenna or moving the TX to the top of the mountain would be two possible solutions.
