Another Weird Station on The X-Band

It's called Dr. Joe Radio on 1640 AM. It broadcasts from some business in the Martha Lake (Mill Creek, WA) area. Has anyone heard or picked up this station? I've never heard it in my life, and I saw a sign that said "1640 AM".
