WJFP 740/95.3 status?

The FCC doesn't recognize any sort of "testing" status for a translator - if you're changing primaries, you have to file a notification. (The responsibility lies with the translator owner, who has to get a letter from the owner of the primary station if it's not the same owner.)
 
How long has that 95.3 translator been there? Apparently since the 2000s?

Can a translator “shop around” primary stations and change it every week?
I remember W284BW in New York was “testing” for 2 months in 2018
