New Jersey Pirates?

Tons of them all over the dial in Northern NJ. Drive through Irvington, Newark, Orange, East Orange, Paterson, etc. and the dial is littered with them.
 
Theres a pretty substantial pirate that has setup shop at the end of the dial on 1079 over the last few months. This thing can be heard as far west as Hanover in NJ and as far south as northern Monmouth county with the epicenter appearing to be in the urban hub of illegal activity in our around the Essex county area whether it be the oranges or Newark. You can even hear their piped in audio break up which leads me to believe the broadcast emanates from a different location than the transmit site. What I've depicted it to be is black programming that sounds as though it might be in some sort of French dialect. To cover that amount of territory they must be putting out some power.

Anyone else heard it on? Seems to be 24/7. Probably no point in reporting it to the FCC if their so under staffed but it's just another case of why radio continues to suffer... Those who play by the rules get the short end of the stick to those who feel they are above them.

Truly sad when it comes to the lack of enforcement from a state with one of the strictest laws when it comes to pirate broadcasting. How about setting a standard and throwing them all in jail and burning their equipment or donating it to legal station barely scraping by?
