Is there a provider for the Live Earth concert that would adhere to non-commercial requirements? I am looking for such provider.

Contact Premiere. They are handling the distribution. Just ask if they have an option to have the programming donated. The only hold-up would be either a) a commercial station having already signed a contract to carry it, or b) Premiere not having an interest/way to get your programming spot-free.

Never hurts to ask.
