KFRC History

I been reading on "The History of KFRC, San Francisco
and the Don Lee Networks"

Were KFRC still a Top 40 station by the time they flipped to Magic 61 in 1986?
 
Yes but they also ran the Game Zone for several hours per day, which didn't exactly jive with their main format!
I'll add that they had, concurrently with the Game Zone, softened their music a bit, relaxed their presentation to be more conversational (Parker and Rafferty in the afternoon) and were heavying up on 60s-era oldies. You could make as strong a case for calling them AC as you could Top 40 at the time.

KFRC lost its CHR Parallel One reporter status in Radio & Records after the June 8, 1984 issue and simply didn't report under any format description after that.

R&R did, in its ratings reports and any news it printed about KFRC, continue to label it as a CHR until the flip to "Magic 61".
