Do Legal IDs Matter Anymore?

That wonky Frankenstein (sorta-kinda Franklin) antenna refused to be tamed for HD. Several high-powered consultant firms worked on it together.
Radio Maria has a legal ID with a bunch of stations, as does Jimmy Swaggart's Sonlife Radio.
What I had heard about it was that it couldn't pass enough spectrum for HD and could just barely pass 15 kHz bandwidth (pre-NRSC, of course). The station itself always, to me, sounded rather flat and lifeless.
