I'm convinced at this point that sticking somebody on the shoulder of every major commuter route in Eastern Mass for 13 hours a day would yield better data than just mailing the devices to whomever answers the solicitation.

That is not how it works. Participant dwelling units are selected to form a statistically representative panel. Every age group, gender, ethnicity, county of residence in the MSA, zones in some counties, income level and education level are proportional on the panel.

In other words, if 32% of a market is Hispanic, 32% of the panel will be Hispanic. And among the Hispanics, they will be proportional to each age range, language dominance and all the other stratification variables like gender, education, etc.

Any time a household leaves the panel, they are replaced with one just like them. If any member of the household stops participating, they whole household is kicked out.

Meters are not "just mailed to people". People are selected and recruited carefully and proportionally.

Oh, I don't doubt that the representative sample is the best cross-section that it can be. It just ain't, pardon the pun, big enough if we're getting a split like that.
 
I fully expect the layoffs to be a statistically accurate cross section of the entire company workforce, by age group, gender, ethnicity, county of residence, income level and education level.
