KYUM has to be clobbered — not only is XHMEE on the channel in Mexicali, but XHRCS has VC 15 too. Did they stick with 15 so Yuma-area TVs show two channel 15s?

I don't recall if they have ever actually been on the air since the Mexican stations moved. They were silent last time I was in Yuma back in November.

KFPB-LD is still operating on RF 50. Does the FCC frown upon stations (even an LPTV) filing an STA too early?

The FCC doesn't have a problem with LPTV stations changing channels; once authorized and if the new channel is vacant, they can change as they see fit. However, in order for KFPB to move from channel 50 to channel 25, they will need a new antenna, which will then need to be installed by a tower crew, requiring coordination. KFPB has until November 30 to complete the channel change, as that is when T-Mobile plans to commence 600 MHz operations in Maricopa County. Assuming T-Mobile remains on schedule, if KFPB cannot schedule the work by then, they will have to go silent and will more than likely need to request an STA extension, as the current STA expires December 21.

Cottonwood and Prescott stations in a similar situation changed over in about a month or so, but with Phase 1 full power and Class A stations having to complete construction by September 14, we may not see Phoenix LPTV stations change to their new channels until October or November. They may even wait until November 30 to coordinate with the primary spectrum users, although they are not required to.

As horrible as KFPB-LD’s RF 50 signal is now, they should make that move right away. But, I understand about ordering the antenna and transmitter may depend on when the T-Mobile check clears.

I don't think they're getting a check from T-Mobile. T-Mobile is only paying to move PBS translators and stations that would have to move a second time from a temporary channel to a permanent. Neither scenario applies to KFPB at this time. KFPB should only have to move once - from channel 50 to channel 25 - however, since the FCC has approved an STA to go to channel 25, if KFPB moves there, then the FCC says they can't stay on channel 25, then I believe T-Mobile will pay for the second move.
