Voicetrack of Reason

I see where WKFL is now silent once again, supposedly due to loss of the transmitter site. Even more bewildering, the STA request is signed by Bruce Cox. I thought the other parties involved kicked him to the curb. What's going on?
 
This is funny. Just the other day I was wondering why I was not hearing classic country on 1170 when I was tuning around the radio.
