Childrens Television Act of 1990 became law. As a result, TV and Radio stations must set aside a minimum amout of hours each week (usually done on Sunday and Saturday mornings) for non profit, educational use.

The same reason why radio is full of chit chatter on Sunday mornings about 6 AM up and down the dial.

TV stations like KTBC Austin use Saturday mornings to air E/I programming. One of my favorites was Beakmans World.
