I didn't take it that way. He said the work was required...and staying within compliance is required. Tower lights, faded paint, missing fencing, etc.
But those were not the issues. Fencing can be done in a few hours. A couple of towers can be painted in a day or two. Lighting can be fixed almost instantly, even if a whole beacon needs to be replaced.
The understanding is that the amount of time taken for the repairs indicates extreme underlying structural issues. That might require removing all previous paint coats, replacing cross-bars or struts, even in-place welding. The lighting, signage, fencing and painting are matters required by the FCC. Structural repairs might fall under "good engineering practice" but are essentially at the discretion of the licensee.
