WAND 17.2 (Cozi) now 1080i; could CW move there?

RabbitEars is saying WAND has upgraded its second subchannel (which currently airs Cozi TV) to 1080i HD. Of course, Cozi is also in SD on 17.3. Could Block be making a deal with Sinclair to move WBUI's programming to 17.2 while WBUI's real owner (Gocom) cashes it out in the incentive auction? ThisTV could move to 20.2/15.2, replacing ZUUS Country.
