The channel will be appearing on comcast systems in the Philadelphia area tomorrow. To make room for this channel, some channels have been moved. In the NE/NW Philadelphia area for example WPSG SD feed will move from 16 to 13.
 
Comcast has become soft in this area. They used to fight this such as denying coverage for WTVE west of Philly in Camden and Burlington counties. Recently it was added there.

Comcast could have fought it on the premise that it does substantially duplicate WMCN and WTVE who run the same infomercials all day, likely the same ones, and the location and signal isn't local outside of NJ in PA.

Anyways, the addition of a must-carry station likely hurts DirecTV and Dish Network more than Comcast or Fios, since the operational costs and bandwidth dedication for the addition of a new must-carry signal likely is higher for them. Those costs are passed to subscribers.
