Ratings - Two Stations' Streams Have Bigger Ratings Than Rumba

 
There are now three rather decent FM signals in Spanish and all three have similar formats... either one or two have to move in a different direction or they will all flatline.
 
I wonder why the WUSF stream is listed separately from the main signal. They are non-commercial, so the stream should match the air signal 100%, right?
 
Although Rumba advertises in Tampa, their signal is primarily catered towards the Sarasota-Bradenton market.

Nielsen PPMs differentiate web streams from terrestrial FM/HD signals. There's some sort of signal hidden in the streams that the PPM can detect to determine if it's the web stream or the station signal itself.

Every signal capable of separate origination is separately encoded, even if simulcast. Commercial translators mimic the originator as they can not create separate programming.

Stations that simulcast can elect to have all signals combined in what is called ”single line reporting”. Nearly all such cases do that as it gives a higher rank position than individual separate listings.

Most commercial station streams run separate ads so the must be listed separately.
