Procedural Ground Rules for Dick Clark’s Primetime

New Year’s Rockin Eve 2007 on Sunday, December 31,

2006 - 10:00 – 11:00 PM ET / 9:00 – 10:00 PM CT/

9:00 - 10:00 PM MT/10:00 – 11:00 PM-PT

The following outlines ground rules for “DICK CLARK’S PRIMETIME

NEW YEAR’S ROCKIN’ EVE 2007” scheduled live (on a :05 delay to

ET/CT/MT), concluding at 10:59:44 PM-ET with :02 of black/a :10

PSA (to be covered by stations for local news tease)/:04 Local ID.



This program will be recorded for PT playback.



SPECIAL REPORTS DURING THE TELECAST



If an ABC News Special Report occurs during the live telecast to

ET/CT/MT, the program will continue to tape for PT playback. At

the conclusion of the Special Report, a program title frame with

the announce, “We now join DICK CLARK’S PRIMETIME NEW YEAR’S

ROCKIN’ EVE 2007” and then join the show.



If a Network commercial position was covered by the Special Report,

the following announce will air over the program title frame, “We’ll

join DICK CLARK’S PRIMETIME NEW YEAR’S ROCKIN’ EVE 2007 after these

messages”. The Network commercial position will then air followed by

the announce, “We now join DICK CLARK’S PRIMETIME NEW YEAR’S ROCKIN’

EVE 2007”. The program will then be joined as cleanly as possible.



REMOTE TRANSMISSION FAILURE



An Encore episode of the BROTHERS & SISTERS will be standing by

(having started at 10:00 PM-ET) and will be available in the

event of an emergency situation (loss of feed from Times Square).

In addition to the standby show 5:00 of Promo fill will be standing

by for use in an emergency situation.



If an emergency situation occurs prior to or once the telecast

has begun and it is determined that the remote will not be able

to commence or continue the feed, an announce over the BROTHERS

& SISTERS title frame (X) will explain the situation and advise

viewers that...



“...we now invite you to enjoy an encore presentation of BROTHERS

& SISTERS”.



Or if the standby show is being joined in progress:



“...we now join an encore presentation of BROTHERS & SISTERS”.









The standby program will then begin or be joined in progress.



If the standby program is being joined at the beginning of or

during a commercial position, the announcer will explain the

situation and “...we’ll join an encore presentation of BROTHERS

& SISTERS after these messages.”

The following are ground rules for DICK CLARK’S NEW YEAR’S ROCKIN’

EVE 2007 (Parts 1 & 2) scheduled at the times outlined above.



Part 1 will air on videotape with live inserts commencing at

11:35 PM-ET and concluding at 1:04:53 AM-ET with a :03 ABC ID/

1:34 station break. Part 1 (11:35PM – 1:06:30 AM-ET) air and

protection videotapes of the program will contain alternate

program material as back-up for the live cutaway segments.



Part 2 will air on videotape commencing at 1:06:30 AM-ET and

concluding at 2:06:23 AM-ET with a :03 ABC ID/1:34 station

break.



Both programs will be recorded for PT playback.



REPAIRS FOR PT

If any of the live cut-away segments are impaired during the

ET/CT/MT feed of the program, a judgment will be made by ABC

regarding the possible repair or re-feed of the affected

portion(s) for PT playback.



CLOCK TIME SUPERS

The time, as supered periodically during live segments, will

reference “ABC Time”(not “ET” or “EST”).



REMOTE/TRANSMISSION FAILUREAND/OR DELAY IN THE START OF THE

LIVE SEGMENTS

If remote or transmission failure occurs or if for any reason

the start of a live segment in Part 1 is delayed, depending

on the circumstances, it may be necessary for ABC to air the

taped program (either in it’s entirety or until such time as

the live elements can begin or be joined in progress). In a

circumstance in which the taped program is televised and the

emergency situation is then corrected, ABC will then leave

the program tape and switch promptly for the balance of the

scheduled live segment.



In the event of a delay in the start of a live segment, runover

past its scheduled duration will not be permitted. If for any

reason scheduled activity within a live segment is still in

progress as of the start of any commercial position, the

scheduled production switch back to the program tape will be

made on time in order to air the commercial position cleanly.

As is the case with all live programming, please monitor the
Network Lines and Network Alert System very carefully.

What is a Super? Does that mean the litle time clock they show on the screen? Sorry I am ignorant to the TV production lingo. Thanks.

Also I find it interesting that the show is still run on tape for the Pacific Time Zone when you can watch the ball drop live on CNN and Fox News and other outlets at 9 PM Pacific time.

And when our local affiliate, WSB shows the program at 11:59 we get a split screen with the Ball on one side and Atlanta's Peach on the other (no I am not kidding we actually have a Peach Drop here....only in Georgia) Do other affiliates do a similar thing with a local event?
 
I'm not in the biz either, but I'd guess that "super" means "superimposed", so yeah, it's probably the little on-screen time clock.

In Tempe, Arizona, where Tostitos was a long-time sponsor of the Fiesta Bowl, played on New Years Day (usually) in Sun Devil Stadium, they used to have "the world's biggest tortilla chip" drop into "the world's biggest bowl of salsa". Because here in the desert, that's how we roll.
