Sacramento is as far from LA as New York City is from Pittsburgh... it is a six hour drive when there is no LA traffic. That is hardly "near" the irrelevant media capital of LA.
And what use does a Christian station have for being near a city where they likely disapprove of the lifestyles and where there is little Christian media origination?
LA movie and TV companies are now doing about two-thirds of their work outside the state... it is too expensive and the laws and regulations are strangling them. Heck, even the huge porn movie companies are moving.
Tennessee would make sense for the whole organization. Lower cost of living, an entertainment and media center with similar values, and a state that encourages that kind of enterprise. The current environment in CA probably frightens them.
Sacramento weather is not exactly like SoCal. It is horribly hot and humid in the summer, and winters are kind of dreary. It's OK, but not spectacular... you did not hear the Beach Boys doing songs about Sacramento.
In fact, California does not have "weather" that is uniform. Northern CA is very different... more like Oregon. The central coast is one zone, the valley is another, then there is Southern CA with the arrid, semi-desert and then both high and low desert with temperatures as high as 125° in the summer (Palm Springs and the Coachella and Imperial Valleys are like that, for example)... there are more but that covers a lot of the state.
