KLCZ Lewis-Clark State College Now Owned By Idaho State Board of Education (Boise State Public Radio)

MEMORANDUM OF UNDERSTANDING BETWEEN BOISE STATE UNIVERSITY AND LEWIS-CLARK STATE COLLEGE

The purpose of this Memorandum of Understanding is to specify the agreement for the maintenance and operation of transmission facilities for KLCZ, a radio station operated by Boise State Public Radio (BSPR) via Boise State University on behalf of the Idaho State Board of Education, in Lewiston, Idaho, entered into by Boise State University (BSU) and Lewis-Clark State College (LC State). The specific provisions of the agreement are:
1. BSPR will maintain broadcast equipment on LC State facilities in compliance with regulatory standards at their cost.
2. BSPR will remain compliant with FCC rules and decisions, including consent decree DA-22-9, adopted January 5, 2022 (attached as Exhibit A).
3. LC State, at their discretion, will allow BSPR to maintain broadcast equipment on its campus and provide for site access and regular utility services (including electricity, internet, phone) for ongoing operations. The use of facilities to house equipment on the LC State campus will be reviewed biennially. The location of such equipment is at the discretion of LC State. Any facility accommodations necessary due to the housing of equipment is to be reviewed by both parties, if modifications are approved by LC State, any cost, including labor and materials, of such modification will be assumed by BSPR.
4. BSPR will cooperate with LC State in being able to provide broadcast training opportunities for students and staff.
5. Regular station identifications on KLCZ will announce the broadcast service is provided in cooperation with the Lewis-Clark State College.
 
It was my understanding that when KBSY Burley was approved by the State Board of Education, it was contingent that when KISU-FM returned to the air, the Burley programming would transfer to KISU-FM. That's not happening.
