KADD-FM 93.5 Logandale - Reason for Extension of STA

Reason for Extension
Licensee originally received Special Temporary Authority (“STA”) to operate KADD from the facilities of FM Booster KADD-FM1 in September, 2020 because it was in search of a new tower site. Licensee is now in the process of designing and relocating to its new tower site and respectfully requests an additional extension of this STA so that it may continue to broadcast to the public throughout this process.


Seems InSite Towers who owns the site filed comments with the FCC since co-owned KXLI-FM is still operating from the same site.

Radio Activo is licensed to operate KADD-FM at 36°38'07.0"N 114°07'18.0"W in Bunkerville, Nevada. The site is owned by InSite. KADD-FM has been licensed to operate from this site since at least 2007.1 InSite had a lease with KADD-FM’s prior owner, which specified the use of an antenna at the site, which antenna is owned by InSite.2 To date, Radio Activo has refused to enter into a lease agreement with InSite for continued operation at the site for KADD-FM.
On September 3, 2020, Radio Activo filed a Request for Special Temporary Authority (“STA”) pursuant to Section 73.1635 of the Commission’s Rules, to permit KADD-FM to operate at KADD-FM’s booster site near Las Vegas, Nevada. As rationale for its request, Radio Activo states that:

RADIO ACTIVO 2 REQUESTS PERMISSION TO TEMPORARILY BROADCAST KADD FROM KADD-FM1 IN ORDER TO MADE REPAIRS TO THE KADD ANTENNA. THE LICENSEE REQUESTS A 6 MONTH STA TO GIVE IT TIME TO MAKE THE APPROPRIATE REPAIRS.

As discussed above, KADD-FM is licensed to operate from a tower owned by InSite, on an antenna also owned by InSite (the “Antenna”). InSite has never been made aware of any need to repair the Antenna. Upon learning of this application, InSite personnel checked the Antenna and found it to be in good working order. In this regard, it should be noted that another Radio Activo station, KXLI-FM, is licensed for the same transmitter site, utilizes the very same Antenna, and is operating at the site without problem.

Upon learning of the STA application, InSite attempted on several occasions to communicate with Radio Activo, but such communications have been refused. In addition, on September 10, 2020 below-signed counsel sent electronic mail to Radio Activo’s counsel listed on the application, and provided the above-information. Upon confirmation that the electronic mail had been both received and read, but having had no response, below-signed counsel

I think they mean "tower" instead of "antenna" in all the cases above. An FM antenna is mounted on a tower. At FM frequencies, the tower does not radiate and is not connected to the transmitter (except via the site grounding system). A tower can hold multiple FM and other wireless communications antennas. Usually, stations buy the antenna and coax to mount on a leased tower, not the tower owner. While an FM antenna can be designed for multiple stations, that is an expensive proposition and usually done by a group of stations together with a tower site owner.

This is confusing, so likely needs further clarification. Something does not quite add up.
