Harris Digit question

There is a "silence sense" of sorts in the exciter that goes 'hi' after 4.2 seconds. Is there a convenient way to lengthen that interval? Maybe a cap that can be changed, etc.?
 
Is it a TTL signal? You could make an external timer to accept the input and have its delay plus the one in the exciter total the length of time you need. Would that be workable?
