Is anyone aware of a good program that can be used to easily generate program clocks for shows, and label different segments as "net spots", "program", etc.? Thanks.

That looks the same one that Dan O'Day markets.

KJCB, I make my own hot-clocks, in MS Word, it's not that hard actually. Lots of pie-chart designs to choose from, and you just enter values in an Excel page that pops up and it fills the segments in the 'pie'. A couple of hours invested could save you some cash.
 
Wow... three years later! I do use Excel (or Open Office spreadsheet) and I like it that way. Combine it with Ulead (now Corel) PhotoImpact and you're right,it's the easiest and cheapest way to go.
 
Adobe Illustrator. I use the pie chart tool to get the size of the segment mathematically correct, and then do a lot of prettying up.
