ABC News Audio Adding WTOP

Inside Radio tells the story differently. They say WTOP is dropping CBS News. However I just heard the station run CBS News at the top of the hour. So perhaps this begins at a later date:

WTOP Washington Drops CBS News For ABC News.
It's been updated:

WTOP will also have access to ABC News Radio’s live breaking news and special events coverage, as well as reporter pieces and audio cuts available on ABC Newscall and articles for WTOP.com through the ABC News Digital service.

WTOP, radio’s top billing station for years, continues to utilize CBS News Radio for its top-of-the-hour national newscasts, audio actualities, longform coverage and other services in a partnership that dates back to the late 1920s. From January 2018 to December 2019, WTOP was affiliated with ABC News but returned to CBS in January 2020.

...

This story has been updated to correct an earlier version that incorrectly stated that WTOP has dropped CBS News.

Not exactly the same arrangement but WINS also uses both CBS and ABC News. They don’t carry either group’s top-of the-hour report, but they do carry news stories from their respective correspondents, but they do utilize ABC’s live breaking news coverage for national events.

It's pretty common for news radio stations to have more than one network available. Sometimes one gets on a live national story quicker than another.

The other reason is that ABC offers services that CBS does not. CBS specializes in TOH newscasts. ABC offers stations the ability to do interviews with its correspondents. For a station like WTOP, that can translate into adding additional reporters without actually adding staff. The ABC Audio prep service is likely the best in radio.

KYW in Philly has a similar arrangement. They run top of the hour and half hour CBS news updates late evening and overnight in addition to running CBS travel and money features (in addition to national CBS news stories). But in the morning they have a live Washington CD interview/update with Steven Portnoy, formerly of CBS and now with ABC radio/audio.
