Towers on Tempe Butte?

The local news yesterday had a brief mention that the "radio" towers on top of Tempe Butte were being dismantled. I assume they have not been in use for some time but does anyone remember who they belonged to and when they were in service?
 
Those towers were two-way sites. I believe it included Tempe PD & FD. When what is now the W6 apartment tower was going up, it was announced that the repeaters that had been on the butte would go there. Then, the construction stopped.
