K257BE 99.3

I was in the South Bay this past week and heard a strange FM carrier on 99.3 in San Jose. It sounded like the retransmission of an AM radio (like someone had plugged in a noisy AM radio as the source). When I waited for the ID I heard KTRB.

I see from looking in the FCC database they have a pretty decent FM translator on 99.3.

In this day and age, why feed it off the air with an AM radio?
