Stations not broadcasting HD

Any reason why WKJY, WWSK and WBZO have not enabled HD on their stations. They are all owned by the same company. Does anyone have any information as to why they avoided HD or if they have any future plans for it?
 
In Buffalo, Cumulus owns several stations and No HD. I asked the program director and he was told by the GM to turn HD off to save money being that receiver penetration is low. Many stations are capable of HD and had it early on then shut it off or it failed and stayed off. Others are still in the wait and see mode concentrating on streaming and web pages instead of HD.
