Commercial broadcast on noncommercial band

I may have missed something in rulesmaking: how is it possible for a commercial AM station
to simulcast on a non-commercial FM frequency? Spots galore...just seems weird.
 
You did not miss anything. Either commission staff erroneously granted a commercial AM station an NCE translator, or a licensee is ignoring the rules.
