The story,. from Tom Taylor:

There’s a “Des Moines” not just in Iowa but just south of the Seattle-Tacoma Airport in Washington State.
That’s where an agent from the Portland, Oregon office followed up on a complaint about a rogue 88.3, and it gets Arthur Ware a Notice of Unlicensed Violation.
 
No idea WHY a pirate would try to use that channel knowing KNKX IBOC hash is so strong anyways. Dumb idea no matter what format. (The only licensed 88.3s near Seattle are a 4-watt translator in Mt. Vernon for KEFX, and of course KBVM Portland.)
