In other words, Puerto Rico has no PBS and is now the only American territory that doesn't have a PBS. It was WMTJ and WIPR used to be affiliates until 2011 when WIPR let out due to increased costs to carry PBS. And now due to a Hurricane, no more PBS in Puerto Rico.
American Samoa (KVZK 2), U.S. Virgin Islands (WTJX 12) and Guam (KGTF 12) all have PBS.

The extreme difference lies in the fact that Puerto Rico uses English as a second language, and the usage of PBS materials is limited as the channels prefer to run local productions in Spanish.
WIPR dropped out as the were not using much of the programming and found the money needed for increased PBS costs could be better spent on local productions or programming acquired in Latin America or Spain.
They lost most of their transmission facilities on Cerro La Santa. It's going to be hard to find money for that multi-million dollar repair when the basic infrastructure has been in decay for decades. That's why 600,000 of my friends and I left the Island over the last twenty-some years.
A CBS affiliate that used to exist in the U.S. Virgin Islands until it was struck by Hurricane Hugo in 1989. It never came back on-the-air after that in the same way that WMTJ never came back on-air after Maria.
