Do Prophets of Rage belong on Active Rock?

Their message is controversial; one that tends to fly in the face of the (generally) center-right audience 18-34, and certainly 35-56 men. I get the rock elements in the song, but Tom Morello is the only "rocker" in the band. I guess the question is, if PoR are proper for Active stations, shouldn't Ice T's "Body Count" also be a fixture on Active Rock radio?
 
My own opinion from hearing at least one Prophets Of Rage song is yes, I think they fit the format. I also liked Body Count, and thought their music would have sounded great on Active Rock just before the turn of the decade (when their CD came out).

But my opinion is from my being a listener -- perhaps a programmer would think differently.
