Why no B2/C4 classes?

I've been recently thinking, why isn't there a class for 12.5 kW? It'd be reasonable for stations that couldn't upgrade to a B1/C3 for whatever reason or stations that would normally be downgraded to class A. It'd be just .5 kW over double a class A, so why not have this class as well?

And just what exactly is the difference between C and C0 anyway? Is it just the HAAT? ;)

Easy answer first -- yes, the difference between C and C0 is just the maximum HAAT. But that's a big difference, because HAAT is a huge factor in how far a signal will carry.

As for the reason that there's no B2/C4 class...well, it's basically redundant. Yes, a B1/C3 is half the max power of a B/C2 -- but it's also at a significantly lower HAAT, which drops the 1 mv/m contour from 52 km down to 39 km. The next step down is a class A, which will cover out to 28 km at the 1 mv/m contour. The difference between 28 km and 39 km doesn't really provide much justification for adding another class in between -- your proposed "C4" would go to just under 34 km at the 1 mv/m contour, which is halfway between C3 and A coverage, but not really far enough from either to be worth the hassle of adding another class.

It is a serious proposal before the FCC that was co-drafted by the Minority Media and Telecommunications Council and already has over 60 co-signers.
