Spanish 107.3/KISM

Two things. I'm getting a Spanish 107.3 that's new to me. (I'm in northeast Seattle.) Their highs are so exaggerated that I'm having a hard time understanding what's being said. I'm currently recording it and will check for a TOH ID. Anyone else getting this or have a clue what it is?
It's in addition to the Calvary translator that came on last year; it's not being rebroadcast by it.
Secondly, I don't get a HUGE signal from KISM-92.9, but a few minutes ago I was getting NO signal from them.
Odd conditions? Are they on low power or off the air?
 
I'll have to examine the recording, but plenty of references to 107.3 and Radio Explosion Cristiana. Tunein doesn't have it available as a web stream, but lists it as Seattle.
No top-of-hour ID at 11; will go upstairs in moments and bring the SD card to the PC. Maybe they gave their call at some other time, or maybe I can understand the website, which appears to be given frequently.
 
This station may not be new, but I haven't heard it in the six years I've lived in Seattle. The website is:

It's owned by Ministerio Evangelistico in Renton, and the site was registered seven years ago.
Either that, or the site belongs to the one program they keep promoting: La Luz De La Palabra.
They may believe in God over there, but they aparently don't believe in station identification beyond just giving their frequency.
No ID in over 100 minutes, which included the beginning of the 11 and 12 o'clock hours.
 
The only thing I can find that this might possibly be is a translator, K297AY in Ocean Shores, but in that case I would think that it would have something to "translate." This appears to be originating programming on 107.3.
Besides, I doubt that I'd get an Ocean Shores translator from here with the strength of the air One on 88.1.
Anyone else getting this? If you go to the website, http://www.levantadolacosecha.com, the audio starts when the website opens.
I wonder if this station is legal.
 
No SS 107.3 here. I've heard this signal, whatever it is, as far as Mercer Slough near Bellevue and in parts of Coal Creek.
