If Sam's the Westwood One format, then it would be the locally-programmed Bob's job to counterprogram around Sam, since a satellite format's not going to tweak for one market.

You may be right: Renda is planning to target WGSM towards nearby Westmoreland County, so they don't plan to go after WBZB.
