New public radio license for Mertztown - what is the Berks Radio Assoc.?

Browsing FCC data turned up that a license has been granted to the "Berks Radio Association" for WKTW-FM 91.3. The transmitter coordinates are near Bear Creek ski area - and Berks Radio Association is a 501 (c) (3) non-profit based in Lenhartsville.

The signal footprint looks pretty meager, per Radio-Locator...any ideas as to what's planned there?

Actually, that last link looky again shows they're trying to put on an additional signal at 88.3 in Frackville. (page 2)
