Reading between the lines: LaPorte has been successful in the Midwest and is looking to move up in market size. Seattle would be a next logical step on the ladder. Cox is probably pleased, because they get him at a cheaper rate of pay, coming from a smaller market.

Perhaps. But he is no spring chicken. So we will see. I think KIRO, while doing well recently, can do much better. Maybe he can add that spark that is needed. The potential is there.

More "$$$ the budget" for what? Moving talent and ND's up from smaller markets is pretty commonplace. Like any business, that's always the way things have been done. How do you think people move up to larger markets?
My guess is the change has nothing to do with available cash, as you seem to assert. More likely, is the internal research and overnights (ratings) were not showing any progress or growth. Usually moves like this are driven by data from research, including focus groups, plus ratings.
