"KQED offers buyout packages with layoffs potentially coming to cut costs"

I think you can point to a fair number of larger markets with multiple public radio stations in various formats - in NYC you've got Pacifica crashing and burning what's left of WBAI, jazz on WBGO, AAA on WFUV and several smaller stations on the outskirts.

The unusual situations are the few where there are two news stations actively and directly competing - KQED/KALW, WGBH/WBUR and KUOW/KNKX are by far the three biggest of those cases.

WCBS-AM is more on the New York Area suburbs and WINS Radio is the Five Borough's type situation.

The WINS/WCBS and the KQED/KALW situations are analogous, dictated by the characteristics of the signals. Here in the SFBA, KALW broadcasts from Twin Peaks with 1900 watts, whereas KQED blasts out 110,000 watts from the transmitter farm on Mount San Bruno. There's no comparison; KALW does well close-in, and so it concentrates its programming on the locations their signal can reach. KQED can reach virtually everywhere, and the signal even makes it into the western Sierra Nevada foothills, so they don't have the same need to superserve San Francisco or Oakland or the other close-in communities. (Though it's not like they ignore them either.)

In NYC, WCBS is a classic Class I-A omni 50,000 watt signal, broadcasting from High Island (off the tip of City Island, itself off the coast of the Bronx) in the Long Island Sound. Its signal gets everywhere in the region, but suffers a bit in the high-density canyons of Manhattan. WINS is directional, aiming its 50,000 watts from the New Jersey Meadowlands at the five boroughs and onward to the north and east, with a much higher field strength in Manhattan and Brooklyn. It doesn't do as well in the eastern half of Long Island (Suffolk County) or in most of New Jersey to the west. So Westinghouse (and later Infinity/CBS/Audacy) aimed WINS's programming to the areas they were strongest in: a fast-paced, high cume, low-TSL approach suited for city-dwellers and commuters. And in response, CBS (and now Audacy) pitched WCBS to suburbanites with more in-depth stories, more traffic and weather aimed at the whole region, and a higher level of sophistication (in their sound and presentation) in keeping with Bill Paley's perception of suburbanites.
