Is 87.7 Ethno FM an unlicensed pirate?

A friend mentioned this station as being "on the air" the other day on 87.7 FM. However, I've never been able to pick it up in Sacramento, and it doesn't appear as either a licensed or unlicensed FM in Sacramento on Radio Locator. Their website ethno.fm includes an address on Auburn Blvd. Is this an unlicensed pirate posing as a community station, or is this legal?
 
There is an analog LPTV station on channel 6 in Sacramento, KEFM-LP. If it's them, they are a legal TV station operating as a radio station because its audio carrier is heard on FM radios. Maybe you don't hear them because they switched to digital (as they have to do this year)?

Thank you for the info, looks like they'll need to shut off their analog signal by July 13, 2021 if they haven't already done so.
