Unlike with FM's, when an AM loses its license, it’s deleted from its COL's frequency allocation table. So, once it’s gone, it’s usually gone.

Actually, there is no allocation table in AM. If one wants to build a new AM, they do the necessary engineering and apply. Once the station is licensed, any other new stations have to protect it.

In FM, one requests an addition of a channel to a city. If added, it appears on the table of allocations and it can be filed for in the next auction that includes that channel and location.
