Ann Arbor, Saginaw markets dropped by Arbitron

Arbitron is no longer surveying those two markets. I could see Ann Arbor not being rated since it's so close to Detroit. You could argue that they could absorbed into the Detroit market. But the Saginaw-Bay City area is quite a significant area not to survey. Arbitron didn't give an explanation for the seven markets nationwide they dropped, but I'd like to hear why for Saginaw-BC.
 
My guess is they didn't have enough stations subscribing to keep it current. While a mid-size market, I think the stations there can gauge how they're doing without paying someone to tell them.
